 Seminar “Right to Education and Rights of Indigenous Peoples” in Krasnoyarsk Krai

The seminar “Right to Education and Rights of Indigenous Peoples” took place on 30 August 2009 in Pasechnoye Village (Tyukhtet District, Krasnoyarsk Krai). The villagers; N. Alin, head of the village board; A. Zabrodin, principal of the Ust-Chulsk comprehensive school; T. Kondiyakova, principal of the Pasechnoye primary school took part in the seminar.
The main issue of the seminar was closing of the Pasechnoye primary school. The issue has been under the control of the Krasnoyarsk Center since April 2009 after Pasechnoye villagers had sent the appeal on the matter (the site article “Pasechnoye Village in Krasnoyarsk Krai May Lose School”, 13 March, 2009). It will be recalled that the issue was brought up at the meeting of the North and Indigenous Peoples Committee of Krasnoyarsk Krai’s Legislative Assembly (the site article “Interns at the Meeting of North and Indigenous Peoples Committee of Krasnoyarsk Krai’s Legislative Assembly”, 28 March, 2009). The issue was also examined at the meeting of the Education, Science and Culture Committee of Krasnoyarsk Krai’s Legislative Assembly on 16 April 2009. The Committee passed the resolution № 6-7 pursuant to which the Education and Culture Ministry and Tyukhtet District administration were recommended to take efficient measures to eliminate errors that led to refusal of license of educational activities and to reserve this educational organization.
In accordance with Tyukhtet District administration’s resolution № 171-п of 01 July 2009 the Pasechnoye primary school will be liquidated as a legal entity. Meanwhile the school will in fact exist as a subdivision of the Ust-Chulsk comprehensive school.
Before the school year the Pasechnoye school has been repaired. They have set a fire alarm and will set a dry closet. The school building is not in disrepair and there is no danger to life and health of children. If take into account certain improvements the school may be ready for training of four children who are going to enter Pasechnoye school this year. However most of errors due to which license of educational activities was denied to Pasechnoye primary school are still not eliminated for the lack of sufficient financial resources.
All the participants of the seminar confirmed the necessity of the school in Pasechnoye Village. The head of the village board shared the views of the seminar participants and guaranteed support in organization of the further preparation of the school for the work.
With the assistance of the Center the participants of the seminar decided to send appeals on the most complex issues to the Education, Science and Culture Committee of Krasnoyarsk Krai’s Legislative Assembly, Social Policy Ministries and Tyukhtet District administration.
