 UN Special Rapporteur on the Situation of Human Rights and Fundamental Freedoms of Indigenous Peoples Summed up His Visit to Russian Regions

Indigenous IssuesThe report of the UN Special Rapporteur on the situation of human rights and fundamental freedoms of indigenous peoples, Mr. James Anaya, was sent to the Committee on Northern Affairs of the Legislative Assembly. In the report Mr. Anaya expressed his appreciation to the Government of the Russian Federation as well as to authorities of the regions he visited.
According to the chairman of the Committee on Northern Affairs, Anatoly Amosov, in Krasnoyarsk Mr. Anaya met with leaders of Krasnoyarsk Krai Governor’s Administration, deputies of the Committee on Northern Affairs of the Legislative Assembly, leaders of the Regional Association of Public Associations of Small-Numbered Indigenous Peoples of Krasnoyarsk Krai and other nonprofit organizations.
"Special Rapporteur says that although his meetings with a wide range of officials at the federal and regional levels have been useful, he would have preferred more direct contacts with indigenous communities. Krai authorities have provided such an opportunity. The meeting with Evenks lasted for an hour in Surinda village. Even representatives of municipal authorities were removed from the local clubhouse during that time" said Anatoly Amosov.
It will be recalled that the UN Special Rapporteur on the situation of human rights and fundamental freedoms of indigenous peoples visited the Russian Federation last October. Mr. Anaya had held consultations with government officials, representatives of indigenous peoples and their organizations, representatives of the United Nations and civil society. In Moscow the Special Rapporteur met with officials from the State Duma Committee on Nationalities Affairs, the Committee on Northern Affairs and Indigenous Peoples of the Federation Council, the staff of the Ministry of Regional Development, the Department of Humanitarian Cooperation and Human Rights of the Ministry of Foreign Affairs and members of the Public Chamber. The Special Rapporteur also met with regional officials in Khanty-Mansiysk, Beloyarsk, Krasnoyarsk and Khabarovsk.
