The Code was passed by the State Duma of the Russian Federation on 8 November 2006 and approved by the Federation Council on 24 November. The President has also signed the Federal Law “About enactment of the Forest Code of the Russian Federation”. The new code will come into force from 1 January 2007. The Forest Code establishes the new legal basis of use, protection, reproduction of forest. The Code saves the state and municipal ownership for forest lands. In particular, it is provided that the forest plots on the lands of the forest fund are federal property.
