Pasechnoye Village in Krasnoyarsk Krai May Lose School

Anxious parents of pupils addressed an appeal to Krasnoyarsk Center on March 17, 2009. The appeal says that they are going to close elementary school of Rasechnoye Vilage (Tyukhtet District, Krasnoyarsk Krai). The school is in the place of compact habitation of Chulyms, small-numbered indigenous people of Krasnoyarsk Krai.
Education supervisory service of Krasnoyarsk Krai informed the school management about refusal of license of educational activities by reason of non-fulfillment of sanitary and hygienic norms and preventive fire-fighting regulations.

But in the first place there is not too much time till the end of school year and change the school will evidently have a negative impact on progress in studies and children’s emotional state. In the second place there is a strong possibility of high water this spring. Children have been known to ford the river on their own. In that case there is a danger to their life and health. Children will have to be absent from school. And worst of all is when children will not be able to get home from the school in the other village. And in the third place in opinion of Chulyms the state of sanitation and fire safety in Pasechnoye school is not any worse than those in neighbouring villages’ schools. Competition for pupils may be the reason of partiality to Pasechnoye school as financing of small schools depends on a number of pupils. There are also reasons to believe that local administration is interested in material and technical funds (bus, for example) that Chulyms’ community got within the bounds of Krai target programme in 2008. Another outrageous fact is that last year Chulym language circle was banned in the school though both children and adults attended it.
All the circumstances taken together suggest joyless conclusion about violation and infringement of Chulyms’ rights.
Chulyms are making a request for:
- giving children the possibility to complete this school year in their school in Pasechnoye Village;
- assistance in elimination of infringement of sanitary and hygienic and preventive fire-fighting regulations in the summer months.
The appeal was sent to S.Palchin, Krasnoyarsk Krai’s Commissioner for the Rights of Small-Numbered Indigenous Peoples; V. Bakashev, Minister of Education and Science of Krasnoyarsk Krai; M. Denisov, Krasnoyarsk Krai’s Ombudsman; V. Nechayev, chairman of Education, Science, and Culture Committee of Krasnoyarsk Krai’s Legislative Assembly; A.Amosov, chairman of Committee on North and Small-Numbered Indigenous Peoples of Krasnoyarsk Krai’s Legislative Assembly; V. Bokova, head of Agency on North and Support of Small-Numbered Indigenous Peoples of Krasnoyarsk Krai.
In the event if officials do not take measures to solve the problems Chulyms will have to appeal to mass media and the general public.
