Amendments in Behalf of Indigenous and Small-Numbered Peoples

The Council of Federation is attending to defend the interests of small-numbered indigenous peoples of the North, Siberia and the Far East of the Russian Federation. On 17 June 2009 senators accepted the bill proposing amendments to 24th article of Land Code of the Russian Federation, 3rd article of Land Code of the Russian Federation Implementation Bill and 10th article of Agricultural Lands Turnover Bill. The bill will make it possible to put state and municipal lands in places of small-numbered indigenous peoples’ residence and traditional economy at disposal of small-numbered indigenous peoples, persons leading traditional way of life and engaged in traditional economy and their communities. And small-numbered indigenous peoples of the North, Siberia and the Far East are granted exemption from taxes on lands used to preserve and develop their traditional way of life and economy. In spite of negative opinion of the Government of the Russian Federation senators decided to introduce the bill to the State Duma and nominated Gennady Oleynik, chairman of the Council of the Federation Committee on Northern Territories and Indigenous Minorities Issues, and his senior deputy Aleksandr Matveev representatives of the Council of Federation at consideration of the bill.
